01Where to register in Zaragoza
The Oficina de Relaciones con la Ciudadanía (ORC), Plaza del Pilar 18, takes padrón registrations as a walk-in service, without an appointment. It opens Monday to Friday 08:30–14:00, except public holidays, and also 16:00–19:00 on Mondays, Thursdays and the first and last Friday of each month; in July and August, mornings only.
The district offices, the Juntas Municipales and Juntas Vecinales, see walk-ins from 09:30 to 13:30, and people with an appointment from 08:30 to 09:30. That appointment is booked online, or by phone to the Junta you choose.

02Booking a Junta appointment
Appointments for the district offices go through the council's own cita previa page, separate from the police booking portal used for the NIE.
03What to bring for a first alta
- A valid identity document for every person registering: NIE, or failing that a passport (or national ID card for EU, EEA and Swiss citizens). An expired one only with its renewal application
- Children: up to 14, the Libro de Familia, a birth certificate or their own ID; from 14, their DNI, NIE or passport; plus form M001, M002, M002 bis or M003 depending on custody
- Proof of address: a deed, purchase contract or a nota simple from the land registry issued within the last year; or a current lease signed on every page, with a rent receipt from the last three months and proof of payment
- No recent rent receipt? A paid utility bill for the last quarter in your name. Lease without the DGA deposit stamp? A copy of the landlord's ID
- Living in someone else's home: form M005, signed by the owner or tenant, with a copy of their ID and their deed or lease
- Registering for someone else: proof of representation, form M004 for example
- Originals and copies of everything
04Renting a room
Room renters in Delicias, El Gancho or around the university usually live on someone else's lease, which is exactly what form M005 is for. Ask the tenant or owner to sign it, with a copy of their ID and contract, the week you move in rather than the week you need the certificate.
05Moving house later
A change of address within Zaragoza, unlike a first alta, can be done online with a digital certificate or Cl@ve. Towns such as Utebo, Cuarte de Huerva or Zuera keep their own padrón, so moving there means registering with that ayuntamiento.

In Zaragoza
Empadronamiento is the Ayuntamiento de Zaragoza's business, not the police's on Avenida de Valencia. The certificate it issues often appears in TIE and residence files, so it usually comes early in a case; our job is to make sure your proof of address is the kind the council accepts before you queue.
